* The need to support teenage mothers is urgent and the exact number of manuals and textbooks is currently being assessed by UNHCR. To date, a survey of 8 of the 12 camps indicates that the percentage of births to teenage mothers varies by camp from 7% to 63%.
Situation Overview
Due to the situation in Darfur, over 230,000 Sudanese refugees have fled the country and are being hosted in twelve camps in the eastern part of Chad. More than 100,000 are school-aged children; 40,000 are below the age of five. It is estimated that 15,000 primary school-aged children are not in school in these camps.
The educational opportunities that do exist in the camps are of low quality. Many schools lack basic supplies, including desks, chairs, and textbooks. The school structures cannot withstand the weather conditions in this region, creating unsafe environments for children. There are few incentives for teachers to teach in the refugee camps as there are better paying position available elsewhere in the camps. Additionally, due to the low quality of instruction, some children leave the camps and return to bordering areas in Sudan, placing them at risk for exploitation and military recruitment.
An education for these children will help transform their exile into an opportunity to change their lives when they return to their country, hence the need for quality primary and post-primary education to generate long-term opportunities for these children.

UNHCR’s goal is to guarantee access to education in a safe learning environment for the refugee children in Chad. The project will refurbish and equip schools with classrooms, safe drinking water, and latrines. Additionally, UNHCR and its implementing partners will train teachers and provide children with uniforms and materials to create a quality learning environment. The project will also address the special needs of girls and teenage mothers. Beyond primary school, the project aims to provide secondary education through a distance-learning radio station and by implementing vocational training and life skills programs.
This project will support 72 schools in the 12 camps combined.
